unless in his judgment all of said persons shall be unfit or in-
competent, in which case he shall file a written statement to
that effect with the Secretary of State, setting forth such fact
and the grounds therefor, and shall call upon the said Com-
mittee for the county or city, as the case may be, for another
list of six names from which list and the original list he shall
make the appointments.

2. Before entering upon the duties of their office, said
Supervisors of Elections shall each take and subscribe the
oath prescribed in Article 1, Section 6 of the Constitution,
which oath shall be taken before and duly recorded by the
Clerk of the Circuit Court for the county or of the Superior
Court of Baltimore City, as the case may be. Within twenty
days after their appointment, the Supervisors of Elections
for each county and for the City of Baltimore, respectively,
shall organize as a board by electing one of their members
as president; and they shall hold office for two years and un-
til their successors are appointed and qualified, unless sooner
removed, for good cause shown, by the Governor, who shall have
power so to remove them at any time upon written charges,
after notice and hearing. Each Board shall have the right and
authority to procure an official seal with which to authenti-
cate its official papers and documents.

3. Each Supervisor of Elections appointed under Section
1 (a) or Section 1 (c) of this Article shall receive an annual
salary as follows: In Allegany County, $480; in Anne Arundel
County, $300; in Baltimore City, $2, 900; in Baltimore County,
$1, 500; in Calvert County, $100; in Caroline County, $250; in
Carroll County, $400; in Cecil County, $150; in Charles Coun-
ty, $125; in Dorchester County, $200; in Frederick County,
f480; in Garrett County, $125; in Harford County, $300; in
Howard County, $300; in Kent County, $300; in Montgomery
County, $900; in Prince George's County, $400; in Queen
Anne's County, $250; in St. Mary's County, $200; in
Somerset County, $250; in Talbot County, $250; in Washing-
ton County, $400; in Wicomico County, $300; in Worcester
County, $300. Such salaries and any other expenses incurred
by said Supervisors under this Article, shall be paid by the
County Commissioners of their respective counties or by the
Mayor and City Council of Baltimore City, as the case may
be, in such installments as the said County Commissioners
or Mayor and City Council may prescribe, and they shall re-
ceive no other fees or compensation, except as hereinafter
provided. Each substitute Supervisor appointed under Sec-
tion 1 (b) of this Article shall receive a per diem compensa-
tion of not less than ten dollars ($10) per day for each day
