years 1946 and 1947 where it is found that the
regular appropriations are insufficient for the oper-
ating expenses of the Government beyond those
which were contemplated at the time of the appro-
priation of the Budgets for these fiscal years, or
for any other contingencies which might arise dur-
ing the two fiscal years for which adequate pro-
vision has not been made in this Budget. For the
fiscal year 1946—$500,000.00; for the fiscal year
1947—$500,000.00.
2. Special Contingent Fund: To the Board of Public
Works, to be used to supplement appropriations
for maintenance of institutions in cases where
construction authorized if completed will increase
the number of persons to be taken care of in such
institutions. For the fiscal year 1947, out of general
funds, $250,000.00.
3. The General Fund surplus at June 30, 1945, after re-
serving the Working Fund of $2,000,000.00, may, in
the discretion of the Board of Public Works, be
added to the State's fund for post-war construction.
CONTINGENT APPROPRIATIONS
The following appropriations are hereby made from
General Funds, contingent upon the passage of legisla-
tion relating thereto:
1. Increase in the salary of the State Employment Com-
missioner, contingent upon the passage of legisla-
tion providing therefor. $2,500.00 $2,500.00
2. To the State Department of Health, contingent upon
the passage of legislation establishing a Bureau of
Medical Care in said Department for the purpose of
administering a program of medical care in the
State. <
