per annum. Provided that such clerks shall not be deemed a
part of the police force, nor entitled to the benefit of pension
laws for members of the police force, nor entitled to wear the
police uniform. The County Commissioners are hereby au-
thorized and empowered to levy each year a sum sufficient for
payment of the salaries and expenses of the foregoing, but no
such levy shall be made against any property or person in the
sixth election district of the County.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and hav-
ing been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 875.
(House Bill 485)

AN ACT to repeal and re-enact, with amendments, Section
172 of Article 23 of the Annotated Code of Maryland (1939
Edition), title "Corporations", sub-title "Building or Home-
stead Associatons", providing who shall be members of
building and loan associations and relating to their privi-
leges.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 172 of Article 23 of the Annotated Code of
Maryland (1939 Edition), title "Corporations", sub-title
"Building or Homestead Associations", be and it is hereby re-
pealed and re-enacted, with amendments, to read as follows:

172. All shareholders of associations incorporated under
Sections 160 to 170, both inclusive, of this Article, or heretofore
incorporated under any special act, and all borrowers from
such associations, and all persons assuming or obligated upon
loans made or held by such association shall be members
thereof, and all persons buying the property securing loans
made by such association subject to such loans shall have the
privilege of such membership at all meetings of the members
of such associations, each borrower and each obligor upon a
loan and each owner of property subject to a loan shall be
