than ten per cent, of the assessed value of the property within
such area, the proceeds of which are to be used exclusively
for improvements within the area so annexed. No question
of annexation to the City of Annapolis under this Section
shall be submitted unless the area concerned shall have a popu-
lation of at least one hundred persons.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

AN ACT to add a new section to Article 2 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Anne
Arundel County", sub-title "Police Department", to follow
immediately after Section 406 1/2A of said Article and to
be known as Section 406 1/2B thereof, providing for clerks for
the Anne Arundel County Police Department, the manner
of their selection, their duties and compensation, and for an
annual levy for this purpose.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section is hereby added to Article 2 of the
Code of Public Local Laws of Maryland (1930 Edition), title
"Anne Arundel County", sub-title "Police Department", to fol-
low immediately after Section 406 1/2A of said Article, to be
known as Section 406 1/2 B thereof, and to read as follows:
406 1/2B. The County Commissioners of Anne Arundel Coun-
ty are hereby authorized and empowered to provide clerks for
the Police Department of said county, such clerks to be selected
by the Chief of Police, subject to approval by the County Com-
missioners, to have such duties as may be assigned to them by
the Chief of Police and to be subject to his direction and super-
vision and removable by him at any time, and to receive such
salary as may be fixed by the County Commissioners from time
to time but not exceeding fourteen hundred and forty dollars
