60A, to follow immediately after Section 60 of said article,
and to read as follows:
60A. If any ornament is affixed to the top of a flag staff
carrying the flag of Maryland, it shall be a gold cross bottony.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1945.

CHAPTER 863.
(House Bill 774)
AN ACT creating the Lexington Market Authority as an in-
strumentality of the Mayor and City Council of Balti-
more; providing for the appointment of the members of said
authority; authorizing said authority to acquire all or any
part of the existing Lexington Market properties and to
establish, construct, erect, acquire, own, repair, remodel, add
to, extend, improve, equip, operate and maintain a public
market including parking facilities appurtenant thereto or
in connection therewith; conferring powers and imposing
duties upon the Authority and upon the Mayor and City
Council of Baltimore; authorizing the issuance of revenue
bonds of the Authority payable solely from the revenues of
such market; providing for the fixing, charging and collect-
ing of rates and charges for the facilities of such market
for the payment of such bonds and for the cost of maintain-
ing, repairing and operating such market; authorizing the
Mayor and City Council of Baltimore to provide for cleaning
the market and for garbage removal; providing that no debt
of Baltimore City shall be incurred in the exercise of any
of the powers granted by this Act; providing for the execu-
tion of trust agreements to secure the payment of such reve-
nue bonds without mortgaging or encumbering the market;
exempting such market and the revenue bonds and interest
from taxation; and providing for the issuance of revenue
refunding bonds; and repealing Chapter 638 of the Acts of
the General Assembly of 1943.
WHEREAS, the Mayor and City Council of Baltimore now
owns and operates certain market facilities, commonly known
as the "Lexington Market", in Baltimore City; and
