WHEREAS, the Mayor of Baltimore appointed a committee
of qualified individuals to study the legal, financial, archi-
tectural, engineering and general community problems involved
in the improvement of the Lexington Market area, and said
committee has made studies and preliminary plans with re-
gard to the Lexington Market and adjacent areas; and has
recommended enabling Legislation; and

WHEREAS, the public health and safety of the citizens of
Baltimore City are adversely affected by the ruinous, dilap-
idated, unsafe and unsanitary condition of said Lexington
Market; and

WHEREAS, it is desirable and in the public interest that said
condition be eliminated and corrected, that the traffic con-
gestion in and around said market be alleviated, and that a
more economical and productive use of the market area be
made, by the construction of a modern, sanitary and accessible
metropolitan market, including parking areas and garages and
utilizing all or part of the present Lexington Market area and
such additional areas as may be deemed necessary or advis-
able; and

WHEREAS, it appears that sufficient revenue will be derived
from the operation of the market to amortize the cost thereof
within a reasonable period, and it is therefore deemed proper
that the construction of an improved and extended market be
defrayed through the issuance of bonds payable solely from
such revenue and without in any way increasing the public
debt burden of the residents of Baltimore City, and that the
faith, credit and general taxing power of the Mayor and City
Council of Baltimore should in no way be pledged or appro-
priated to that purpose; now, therefore,

SECTION 1. Be it enacted by the General Assembly of Mary-
land:

(Title. ) This Act may be cited as the "Lexington Market
Authority Act".

SEC. 2. And be it further enacted:

(Lexington Market Authority. ) There is hereby created a
body corporate and politic to be known as the "Lexington
Market Authority", which shall be deemed an instrumentality
of the Mayor and City Council of Baltimore and a public
corporation, and by that name, style and title said body may
contract and be contracted with, sue and be sued, implead and
be impleaded, and complain and defend in all courts of law
