per annum, payable monthly, for services to said Board as
Road Commissioners, in addition to the compensation pro-
vided by Sections 100 and 101. The Attorney to the Board
of County Commissioners shall be paid One Hundred
Dollars ($100. 00) per annum, payable monthly, for legal
services rendered to said Board as Road Commissioners,
in addition to the compensation paid him as Attorney to the
Board of County Commissioners.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 803.
(Senate Bill 224)

AN ACT to repeal Sections 81, 82, 83 and 84 of Article
65 of the Annotated Code of Maryland (1939 Ed. ), title
"Militia, " sub-title "Veterans' Relief Fund, " and to enact
in lieu thereof four new Sections, to be known as Sec-
tions 3, 4, 5 and 6 of Article 96i/2 of the Annotated Code
of Maryland, as said Article was added to said Code by
the 1945 General Assembly of Maryland, title "Veterans, "
sub-title "Relief Fund, " to follow immediately after Sec-
tion 2 of said Article 96V2, providing a Maryland Veter-
ans Commission, defining its powers and duties, defining
"Veterans, " providing a Veterans' Relief Fund to be
used for the necessities of life for Veterans and the
widows and infant children of sick, disabled, or indigent
Veterans, and for other like charitable purposes, pro-
viding for administrative expenses, and providing that
the present and future employees of the Maryland Veter-
ans Commission shall not be in the Merit System; and to
add a new Section to said Article 961/2, to be known as
Section 7, to follow immediately after Section 6 hereof,
relating to the establishment, maintenance and operation
of Service Centers and the personnel thereof.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 81, 82, 83 and 84 of Article 65 of the Anno-
