tated Code of Maryland (1939 Ed. ), title "Militia, " sub-
title "Veterans' Relief Fund, " be and the same are hereby
repealed, and that four new Sections be, and they are
hereby enacted in lieu thereof, said new Sections to be
known as Sections 3, 4, 5 and 6 of Article 96V£ of the
Annotated Code of Maryland, as said Article was added to
said Code by the 1945 General Assembly of Maryland, title
"Veterans, " sub-title "Relief Fund, " to follow immediately
after Section 2 of said Article 961/2, and to read as follows:
RELIEF FUND
3. The Governor shall appoint a Commission, known as
the "Maryland Veterans Commission, " to be composed of
five Maryland Veterans, one of whom shall be designated
by the Governor as Chairman. The State Commander of
the American Legion, The State Commander of Veterans
of Foreign Wars, The State Commander of Disabled Amer-
ican War Veterans, and The State Commander of Spanish
War Veterans shall constitute an Advisory Committee to
the Commission, who shall serve at the pleasure of the
Governor, without vote.
The members of the Commission as thus constituted shall
serve without pay; members of the Commission shall be
paid actual traveling expenses necessitated by their duties,
when authorized and approved by the Commission.
The Maryland Veterans Commission shall make such
rules and regulations as it may deem necessary for ad-
ministration and disbursement of such Veterans' Relief
Funds as are provided for in the Budget, and the State
Service Officer, hereinafter provided for, shall approve all
bills and vouchers before payment by the Comptroller.
There shall be a Committee of four persons, to be known
as the Advisory Maryland Veterans Committee, composed
of the current Department Commanders, respectively, of
The American Legion, the Veterans of Foreign Wars, the
Disabled War Veterans of America and the Spanish-
American War Veterans. Members of such Committee
shall serve without pay. Said Committee shall advise and
work with the Maryland Veterans Commission in the duties
imposed upon them by this sub-title, but shall not be mem-
bers of the Commission.
4. A Veterans' Relief Fund of such amount as may be
included in the Budget may be expended to provide the
necessities of life for such Maryland Veterans of the World
Wars or any other war, or the widows and infant children
of Veterans as are sick, disabled or indigent, and who
are without means to pay for said necessities or for proper
