passed by some other inspector,

when required by owner or agent,

and deliver samples to lessee of the

Inspector who shall pass any tobacco,

shall certify the same to the lessee

of the warehouse where stored, &c.,

Inspectors, when tobacco inspected by

them shall not be clean of trash,

but in good and merchantable order,

shall certify the same to lessee, who

shall then only give a receipt there-

for, expressing the gross, tare and

net weight thereof, and that the to-

bacco is of second quality, and shall

brand the same on the head and

bilge of hogshead, and said receipt

to be obligatory on lessee for deliv-

ery of said tobacco,
