cessary for the transaction of business as aforesaid,
and in the absence of the secretary the said board
may appoint one of its own members to serve tem-
porarily as secretary.

SEC. 8. And be it enacted, That the said school
commissioners appoint in each school district three
discreet men who shall have the management and
control of the schools in their proper district, which
may be established therein under authority of this
act, with full power with respect to such schools to
pay teachers, and when directed by the board may
build, repair and furnish the necessary school-
houses, purchase or lease sites therefor, or rent suit-
able school-rooms and make all other necessary pro-
visions relative to such schools as the said board
may deem right and proper, and do and perform
all such other duties as the said board may pre-
scribe in relation to the management and super-
vision of the different schools and the educational

interests of their proper districts, and whenever it
shall be necessary to employ a teacher for any
school in any school district, it shall be the duty
of said directors to call a meeting of the legal
voters of said district connected with said school
by giving public notice thereof for at least two
weeks before the time of such meeting, to be set up
at such places in said district nearest to said school,
and it shall be the duty of said legal voters or a ma-
jority of them, at such meeting to select and appoint
from the persons who shall have been examined, and
who shall have a certificate of his qualification from

the examiners hereinafter provided for, and the teach-
er so selected and appointed shall, with the advice
and consent of the said meeting or a majority of the
persons composing the same, select the books of
instruction to be used and taught in said school,
and if the parents or guardians of any portion of
the children attending said school shall have con-
scientious objections to any book of instruction in-
troduced into said school, it shall be the duty of
said teacher not to use the books so objected to by
any of said parents or guardians in teaching the
children of any such parents or guardians.

SEC. 9. And be it enacted, That the said board
of commissioners of public schools shall establish
as many schools in each district as in their opinion
the public good may require, and in the location of
schools, the board shall have reference to popula-
