SECTION 1.Be it enacted by the General Assembly of Maryland,
That a new sub-section be and it is hereby added to Section
16 of Article 33 of the Annotated Code of Maryland (1947
Supplement), title "Elections," sub-title "Registration," as
said Section 16 was amended by Chapters 150 and 220 of
1949, said new sub-section to be known as Sub-section (d)
and to follow immediately after Sub-section (c) of said
Section 16, and to read as follows:

(d) In any county of this State in which the office of
the Board of Supervisors of Elections shall keep one or
more full-time employees on duty regularly for accom-
plishing the work of the said office, the Supervisors and
any of said employees upon request at any time the said
office is open during the usual hours of business, shall per-
mit any person to register as a voter, or to transfer, affili-
ate or change his registration, subject always to the re-
quirements of Section 25 of this Article 33 (1947 Supple-
ment, as amended); PROVIDED, HOWEVER, THAT
NO PERSON SHALL BE REGISTERED, NOR AFFILI-
ATED WITH ANY POLITICAL PARTY, NOR SHALL
HE TRANSFER HIS REGISTRATION, NOR CHANGE
HIS PARTY AFFILIATION UNLESS THERE SHALL
BE PRESENT TWO PERSONS WHO ARE EITHER
EMPLOYEES OR MEMBERS OF THE BOARD OF
SUPERVISORS OF ELECTIONS WHO SHALL NOT
BE MEMBERS OF THE SAME POLITICAL PARTY
AND WHO SHALL CONSTITUTE A BOARD OF REG-
ISTRY FOR THE PURPOSES OF THIS SUB-SECTION.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1950.
