Maryland further determines that passage of this Act is
necessary, to deal properly with such acute emergency.
SEC. 4. AND BE IT FURTHER ENACTED, THAT IF
ANY SECTION, SUB-SECTION, PARAGRAPH, OR
SUB-PARAGRAPH OF THIS ACT SHALL BE HELD
INVALID, SUCH HOLDING SHALL NOT AFFECT
ANY OTHER PART OF THIS ACT, IT BEING THE
INTENTION OF THE GENERAL ASSEMBLY TO EN-
ACT EACH SECTION, SUB-SECTION, PARAGRAPH,
AND SUB-PARAGRAPH SEPARATELY.
SEC. 5. AND BE IT FURTHER ENACTED, THAT
THIS ACT SHALL TAKE EFFECT JULY 1, 1950, EX-
CEPT THAT THE PROVISIONS HEREOF INCREAS-
ING THE COMPENSATION OF THE COMMISSION-
ERS, REQUIRING THEM TO MEET AT LEAST TWO
DAYS EACH WEEK, AND REQUIRING THE PRESID-
ING OFFICER TO DEVOTE HIS FULL TIME TO THE
DUTIES OF HIS OFFICE, SHALL TAKE EFFECT
WITH THE COMMENCEMENT OF THE TERMS OF
OFFICE OF THE COMMISSIONERS ELECTED AT
THE GENERAL ELECTION OF 1950.

AN ACT to add a new sub-section to Section 16 of Article
33 of the Annotated Code of Maryland (1947 Supple-
ment), title "Elections," sub-title "Registration," as
said Section 16 was amended by Chapters 150 and 220
of 1949, said new sub-section to be known as Sub-section
(d) and to follow immediately after Sub-section (e) of
said Section 16, permitting the registration of voters
or the transfer, affiliation or change of registration dur-
ing all regular business hours in any office of a Board
of Supervisors of Elections which keeps full-time em-
ployees on duty.
