ment or election is provided for by the Constitution or
Public General or Public Local Laws, and fix their salary
or compensation.

4. Prescribe the duties, powers, and functions of any
officer, employee, or board appointed by it or under its
supervision, and to require any officer or employee to give
bond in such form and penalty as it may prescribe.

5. Prescribe and provide for the payment of travelling
and other expenses of the Judges, State's Attorney, Sheriff,
Justices of the Peace, and of all other elected and appointed
officers and employees of the county incurred in the per-
formance of their official duties.

6. PROVIDE FOR PUBLICATION AND DISTRIBU-
TION OF ALL ORDINANCES ENACTED UNDER AU-
THORITY OF THIS ACT. AN ORDINANCE UNDER
THIS SUB-PARAGRAPH SHALL BE ENACTED ON
THE EFFECTIVE DATE OF THIS ACT, AND SHALL
PROVIDE THAT COMPLETE SETS OF ALL EFFEC-
TIVE ORDINANCES BE AVAILABLE FOR PUBLIC
REFERENCE DURING BUSINESS HOURS IN AT
LEAST TWO PLACES IN PRINCE GEORGE'S COUNTY.

7. Prescribe rules and regulations for procurement of
materials, supplies, and public work.

8. Acquire by purchase, condemnation, or lease, and to
dispose of by sale or lease, real estate for any public pur-
pose, and to erect buildings thereon for the benefit of the
county.

9. Provide for a County Police Force.

10. Fix charges for permits issued by the Board.

11. Adopt a system of budgetary control and audit of
all county funds. IN THE EXERCISE OF THE AU-
THORITY CONTAINED IN THIS SUB-PARAGRAPH,
PROVISION SHALL BE MADE FOR PUBLICATION,
WITHIN A REASONABLE TIME AFTER THE CLOSE
OF EACH FISCAL YEAR, OF A STATEMENT OF
INCOME AND EXPENSES FOR SUCH YEAR.

SEC. 3. And be it further enacted, That the General
Assembly of Maryland does hereby determine that because
of the enormous recent increase in population in Prince
George's County, and its resultant burden on all public
services and facilities, an acute emergency exists with
respect to the administrative machinery of government in
Prince George's County, and the General Assembly of
