Sections 416A and 416B as enacted by Chapter 900 of the
Laws of Maryland, 1945, Sections 417, 418, 419, 420, 421,
422, 423, 424, 425, 426, and 427, of the Code of Public
Local Laws of Prince George's County, (Flack's 1943
Edition), be and they are hereby repealed.

SEC. 2. And be it further enacted, That a new section
be added to the Code of Public Local Laws of Prince
George's County (Flack's 1943 Edition), to be known as
Section 381, and to follow immediately after the sub-title
"County Commissioners," to read as follows :

381. (a) There shall be five County Commissioners for
Prince George's County, elected for terms of four years,
and they shall be known by the corporate style of "County
Commissioners for Prince George's County," herein some-
times referred to as the Board. They shall elect a PRESID-
ING OFFICER to serve during his term of office who shall
devote his full time to the duties of his office, and shall have,
subject to the direction of and review by the Board, admin-
istrative supervision over all departments and employees
of the county government. The PRESIDING OFFICER
shall receive an annual salary of Seven Thousand Five
Hundred Dollars and each of the other FOUR Commis-
sioners shall receive an annual salary of Three Thousand
Six Hundred Dollars, as full compensation for their offi-
cial duties as Commissioner or in any ex officio capacity.
THE PRESIDING OFFICER SHALL BE KNOWN AS
THE PRESIDENT, BUT SHALL ALSO HAVE THE
TITLE OF CHAIRMAN FOR ANY PURPOSE FOR
WHICH THE USE OF SUCH TITLE IS APPROPRIATE.
COUNTY COMMISSIONERS SHALL TAKE OFFICE
ON THE FIRST TUESDAY OF DECEMBER FOLLOW-
ING THEIR ELECTION.

(b) The Board shall regularly meet at least two days
each week as County Commissioners, in addition to such
meetings as it may hold as the District Council of the
Maryland-National Capital Park and Planning Commis-
sion. It shall have all the power and authority now or
hereafter granted to it by law, and, in addition, may, by
resolution, ordinance, or other appropriate action:

1. Adopt rules of procedure for the conduct of its
meetings.

2. Establish departments of the county government,
and prescribe their functions.

3. Provide for the appointment and removal of all
county officers and employees except those whose appoint-
