(4) to all positions in any classification which has been
created and established since September 1, 1946 (this restric-
tion shall not apply to positions in the Employment Security
Board; and provided, further, that in applying this Act the
following rules shall govern: (1) with respect to any positions
for which an increase has been granted since September 1,
1946, in an amount less than the ten percent (10%) hereby
provided, the increase to be paid by virtue of this Act shall be
only such amount as may be necessary, when; added to the
prior increase, to provide a total salary increase of ten per-
cent (10%) over and above the salary for the position as of
September 1, 1946, and (b) in computing the increase applica-
ble to a position, an increase resulting from an annual incre-
ment to the holder of such position within the minimum and
maximum salary scales or resulting from a promotion shall
not be considered an increase since September 1, 1946, and
(c) notwithstanding anything in this Act to the contr ary,
the annual salary of any position as increased by this Act
shall be adjusted to the nearest even dollar.
SEC. 2. And be it further enacted, That there is hereby
appropriated to the respective Departments, Boards, Com-
missions and officers of the State such sums of money as may
be required, respectively, to accomplish the purposes and
directions of this Act; provided that such appropriations in
total shall be within the limits hereinafter set and shall be
received and expended in full accordance with the terms and
conditions of this Act and with the Public General Laws of
Maryland relating to budget procedure.
SEC. 3. And be it further enacted, That all positions en-
titled to the increase in salary provided by this Act or here-
tofore .increased according to law, or both, whose occupants
are paid from Special Funds shall, for the fiscal year begin-
ning July 1, 1948, be paid such increases from the Special
Funds from which their customary compensation is paid, and
the appropriate officials and employees of the State are hereby
authorized and empowered to provide for and make such pay-
ments from Special Funds available therefor; provided, how-
ever, that the positions in the Employment Security Board
entitled to receive said increase herein provided shall be paid
them only from Federal funds provided therefor or with State
funds derived from Federal sources for the payment thereof.
SEC. 4. And be it further enacted, That there is hereby
appropriated from any funds in the General Surplus Fund
Account of the State Treasury for the fiscal year ending June
30, 1948, such sum or sums as may be required to meet the
payments herein provided to be made by the State of Mary-
land ; provided, however, that the appropriations authorized
by this section of this Act from General Funds shall not ex-
