CHAPTER 37
(House Bill 1) .
AN ACT to make an emergency appropriation of Nine Hun-
dred Fifty Thousand Dollars ($950,000) from the General
Surplus Fund Account of the State as of June 30, 1948,
unto certain Departments, Boards, Commissions and
officers of the State, under certain conditions, to supple-
ment appropriations made in the budget for the fiscal year
beginning July 1, 1948, to provide for cost of living salary
increases to be paid to certain State employees for said
fiscal year and providing for the payment of the same;
and also dedicating Special Funds to the extent necessary
to pay said cost of living increases to certain employees of
the State paid from Special Funds; and also making an
emergency appropriation in the amount of Two Hundred
Seventy-seven Thousand Sixty-nine Dollars ($277,069) from
the General Surplus Fund Account of the State, as of June
30, 1948, to certain Departments, Boards, Commissions and
officers of the State for the payment for the fiscal year be-
ginning July 1, 1948, of increases in salaries to certain posi-
tions heretofore increased in accordance with the law.
WHEREAS, a Special Committee appointed by the Governor
has recommended that a cost of living salary increase be paid
to certain State employees under certain conditions for the
fiscal year beginning July 1, 1948; and
WHEREAS, the Governor has approved the recommendations
of the Special Salary Committee and has convened the Gen-
eral Assembly in order that it might approve such a salary
increase for State employees and appropriate the moneys
with which to pay the same; therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the salary of each position in the classified and
unclassified service of the State, for which, as of the date of
the passage of this Act, there is in effect a Standard Salary
Board scale of pay, be increased for the fiscal year beginning
July 1, 1948, by ten percent (10%) of the amount which
would have been payable during said fiscal year except for
the passage of this Act; provided, however, that this Act and
the increases granted hereby shall not be applicable to any
of the following positions: (1) to positions held by elected
and appointed officers; (2) to any position for which an
increase has been granted since September 1, 1946, over the
then applicable salary, in an amount equal to or greater
than the ten percent (10%) increase hereby provided; (3) to
any position which is not within the jurisdiction of the
Standard Salary Board as to the fixing of compensation;
