immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

(Senate Bill 20)
AN ACT to add five new sections to Article 14 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Howard County", to be under sub-title "Zoning", said new
sections to be known as Sections 360 to 364, inclusive, and
to follow immediately after Section 359 of said Article,
authorizing and empowering the County Commissioners of
Howard County to adopt a comprehensive plan of Zoning
rules, regulations and restrictions affecting the erection, ex-
tension and use of buildings and the use of land within
said County; authorizing and empowering the said County
Commissioners to establish Zoning Districts and regula-
tions restricting, controlling, limiting and regulating the
use, height, area and type of construction of buildings and
the use of land within said Zoning Districts; to provide for
amendment or change to regulations or Districts; authoriz-
ing and empowering the County Commissioners to appoint
a Zoning Commissioner and to prescribe his duties and
powers; to provide for appeals to the Circuit Court for
Howard County and the Court of Appeals of Maryland; to
provide for penalties for the violation of rules, regulations
or restrictions; to provide additional means of enforcing
rules, regulations and restrictions.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That five new sections be and they are hereby added to
Article 14 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Howard County", to be under sub-title
"Zoning", said new sections to be known as S.ections 360 to
364, inclusive, to follow immediately after Section 359 of said
Article, and to read as follows:

360. For the purpose of promoting health, safety, morals
and general welfare, to alleviate traffic congestion, to facili-
tate the safe fiow of traffic, to protect highways from the en-
croachment of advertising structures and buildings, to pre-
