Commissioners and the corporate seal of the County Commis-
sioners shall be attached thereto by the Clerk of said County
Commissioners and the interest coupons attached to each of
said bonds shall bear the facsimile signature of the Chairman
of the Board of County Commissioners, printed, lithographed
or engraved thereon.

SEC. 4. And by it further enacted, That any bonds author-
ized by this Act shall be sold in the manner prescribed in
Section 35 of Article 31 of the Code of Public General Laws
of Maryland, 1939 Edition, and amendments thereto.

SBC. 5. And be it further enacted, That the proceeds from
the sale or sales of any of said bonds shall after the payment
of the cost of engraving said bonds and all the incidental
costs and expenses with reference to the issuance of such
bonds, be paid over to the Treasurer of Howard County and
by him credited to the Board of Education of Howard County
to be held in a separate account, subject to the order of the
said Board of Education, and to be spent only as provided in
Section 1 of this Act. Any balance remaining after the
acquisition of the sites, if any, and the erection and equipping
of the aforesaid Central Senior High School and an addition
of classrooms, auditorium and cafeteria to the West Friend-
ship Elementary School, shall be paid to the County Treasurer
of Howard County and be used for paying the interest on or
redeeming any of said bonds.

SEC. 6. And be it -further enacted, That until all of the
bonds issued under this Act have matured, and have been re-
deemed, the County Commissioners of Howard County shall
annually levy a tax upon the assessable property of the
County sufficient to pay the interest on the bonds outstand-
ing and the principal of the bonds maturing during the suc-
ceeding year.

SEC. 7. And be it further enacted, That at the general
election in November, 1948, there shall be submitted to the
qualified voters of Howard County the question whether the
said bonds shall be issued, and at such general election the
voting machines shall be so prepared that there shall appear
thereon the words "For the School Bond Issue" and "Against
the School Bond Issue" and if the majority of the votes cast
upon the question shall be "For the School Bond Issue" then
the County Commissioners of Howard County shall proceed to
exercise the power vested in them by this Act, and shall issue
the bonds herein provided, but, if the majority of the votes
cast shall be "Against the School Bond Issue" then this Act
shall be null and void.

SEC. 8. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
