such manner as to provide such regular sessions for the trans-
action of business, and such other sessions as he shall pre-
scribe, throughout the entire year. All such sessions shall
be held at such place as the Mayor and City Council of Balti-
more City shall provide.
SEC. 2. And be it further enacted, That this Act shall take
effect January 1, 1949.

(Senate Bill 19)
AN ACT to authorize and empower the County Commissioners
of Howard County to borrow Eight Hundred Thousand
Dollars ($800,000.00), upon the faith and credit of said
Howard County, for the construction and equipment of a
Central Senior High School within said County, and the
purchase of the land necessary therefor, and an addition of
classrooms, auditorium, and cafeteria to the West Friend-
ship Elementary School, and to issue bonds therefor and to
levy taxes to pay the principal and interest on such bonds,
and providing for a referendum thereon.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Howard County are
hereby authorized and directed to issue at one time, or from
time to time, upon the faith and credit of said County, bonds
in an amount or amounts not exceeding in the aggregate Eight
Hundred Thousand Dollars ($800,000.00), for the purpose of
constructing and equipping a Central Senior High School
within said Howard County, and the acquisition of land neces-
sary therefor, and an addition of classrooms, auditorium and
cafeteria to the West Friendship Elementary School.
SEC. 2. And be it further enacted, That the County Com-
missioners of Howard County shall, by resolution,, prescribe
the form and tenor of such bonds, the rate of interest to be
charged thereon, not exceeding, however, three per centum
(3%) per annum; the date of issue and the time and place
such interest is to be paid. Such bonds shall be in coupon
form and shall be in denominations of One Thousand Dollars
($1,000.00). Such bonds shall be issued upon the serial ma-
turity plan in such manner as the County Commissioners may
by resolution prescribe.
SEC. 3. And by it further enacted, That such bonds when
issued shall be signed by the Chairman of the Board of County
