CHAPTER 74
(House Bill 55)

AN ACT to add a new section to the Anne Arundel County
Code (1947 Edition), being Article 2 of the Code of Public
Local Laws of Maryland, title "Anne Arundel County", said
new section to be known as Section 411A, to follow imme-
diately after Section 411 of said Article and to be under
the sub-title "Plumbing", relating to plumbing work in Anne
Arundel County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to the Anne
Arundel County Code (1947 Edition), being Article 2 of the
Code of Public Local Laws of Maryland, title "Anne Arundel
County7', to be under new sub-title "Plumbing", said new sec-
tion to be known as Section 411A, to follow immediately after
Section 411 of said Article, and to read as follows:

PLUMBING.

411 A. All means for the disposal of household sewage or
for the disposal of waste from household plumbing fixtures of
every description shall come under the jurisdiction of the said
Commission. All such installations shall be classified as
Plumbing Work and shall be performed under the supervision
of a registered Master Plumber and shall be subject to all of
the regulations contained in this Act. The Plumbing Com-
mission shall be empowered to prepare and enforce such regu-
lations covering the construction of systems for the disposal
of household sewage, drainage or other waste matter, as, in
its discretion, will be necessary to safeguard the public health
or the Commission may require the submission of plans and/or
specifications, from any Master Plumber, in which all perti-
nent details of a given disposal installation shall be clearly
set forth and the work shall not be performed until the said
plans and/or specifications have been approved in writing by
the Commission. Any and all regulations prepared by the
Commission for enforcement under this Act shall first have
the approval of the Maryland State Department of Health
and after such approval they shall immediately become effec-
tive.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.
