and in Baltimore City, forty-five days preceding and fifteen
days following and in the counties thirty days preceding and
ten days following, a general or special election. For the
period during which persons may so register, transfer, affiliate
or change their party affiliation, the Supervisors of Elections
of Baltimore City shall by regulation provide that the office
in said City shall be open for such registration, transfer or
affiliation on Thursday and Friday of each week,, during the
hours from nine o'clock A. M. to nine o'clock P. M.; but the
said supervisors by unanimous vote may prescribe the hours
during which said office shall be open, anything hereinabove
to the contrary notwithstanding; and this provision shall not
affect the right of any person so to register, transfer or affiliate
during normal business hours on every other day during the
period for registration.

(b) Party affiliation or change of party affiliation or re-
moval to another precinct or district within said city or
county, as the case may be, may be made either by written
notice by mail or by calling in person at the Board's office.
Upon receiving such written notice, the Board shall cause
the signature to be compared with the original registration
forms of such applicant, and if such signatures appear to be
the same, entry of such change of residence or affiliation on
the original and duplicate registration cards or forms shall
be made and the registrant shall be immediately notified by
mail of the change so made. If the Board is not satisfied
as to the signature on the written notice, or that the change
should be made, notice shall be sent the applicant by mail
directing him or her to appear at the office of the Board to
answer such questions under oath as may be deemed neces-
sary. If an applicant so notified fails to appear at the office
of the Board as directed, no such entry of change of resi-
dence or affiliation shall be made.

(c) All persons applying at the office of the Board for
registration shall be examined under oath as to their names,
addresses, age, qualifications as voters and right to register
and vote in the precinct in which they claim residence.

29. (a) For the purpose of enabling persons to register in
this manner in Baltimore City, the Board of Supervisors of
Elections of said City shall appoint two registrars, as provided
in Section 4 of this Article, except that one shall be appointed
by the member of the Board who shall have been selected from
the political party opposite to that of the Governor and shall
be removable by such member of the Board in his discretion.
In the event of the temporary absence or incapacity of either
or both of the registrars the Board of Supervisors of Elec-
tions of said City shall appoint a substitute registrar or sub-
stitute registrars who shall serve during the period of the
absence or incapacity of the regular registrar or registrars.
