Accountant and Budget", be and it is hereby repealed and
re-enacted, with amendments, to read as follows:

165. It shall be the duty of the Board of County Commis-
sioners of Montgomery County to appoint a person highly
qualified in accounting, preferably in governmental account-
ing, who shall hold a certificate as Certified Public Account-
ant issued by the duly constituted authority of some State
of the United States or of the District of Columbia as County
Accountant and Comptroller. The said County Accountant
and Comptroller shall hold office for a term of four years
and may be removed for cause only after charges have been
preferred and an opportunity given to be heard and he shall
be paid such salary as may be fixed by the County Commis-
sioners, in their discretion, from time to time, Six Hundred
Dollars ($600.00) of which salary may be charged as an
expense of the operation of the Liquor Control Board of
said County or its successor. The County Accountant and
Comptroller shall take the oath of office prescribed by the
Constitution of this State, and shall furnish a bond in
a penalty and form and with surety satisfactory to the
said Board, the premium for which shall be levied for
and paid out of the County Tax funds. The present County
Account shall be the County Accountant and Comptroller
designated by this sub-title until a successor shall be ap-
pointed.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
being passed upon a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 54
(House Bill 24)

AN ACT to repeal and re-enact, with amendments, Sub-section
(m) of Section 261 of Article 81 of the Annotated Code
of Maryland (1947 Supplement), title "Revenue and Taxes",
sub-title "Retail Sales Tax Act", sub-heading "Exemptions",
to exempt from the sales tax the sale of corrective eye-
glasses and sale of wheelchairs to invalids.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That sub-section (m) of Section 261 of Article 81 of the
