of Elections. Such Custodian and Deputy Custodian shall
each be paid the sum of $10.00 per diem for each day they
are engaged in the preparation, repair or maintenance of said
voting machines and they shall each be paid the actual ex-
penses incident to the operation of their automobiles in the
performance of their duties as may be approved by the Board
of County Commissioners. Each Custodian shall take the
constitutional oath of office, which shall be filed with the said
Board. The Board of County Commissioners of Montgomery
County are hereby authorized and directed to pay all salaries
and other expenses provided for in this section.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
being passed upon a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 52

(House Bill 18)

AN ACT to add a new section to Article 39A of the Anno-
tated Code of Maryland (1939 Edition and 1947 Supple-
ment), title "Forestry", said new section to be known as
Section 74 and to follow immediately after Section 73 of
said Article, to be under the sub-title "Gathland State
Park", relating to the purchase and development of a State
park at Gapland, Md.

WHEREAS, Mr. George A. Townsend, a Civil War corres-
pondent, after traveling through Frederick and Washington
Counties during his work as a correspondent, purchased a
tract of 101 acres on the crest of South Mountain; and

WHEREAS, Mr. Townsend constructed there a War Corres-
pondents' Memorial Arch as a national shrine; and

WHEREAS, Mr. Townssend lived on this property for a long
number of years, it coming to be known as the GATH prop-
erty; and

WHEREAS, this tract of land now has been acquired by the
Frederick Chamber of Commerce, Inc. and the Historical
Society of Frederick County, Inc., which organizations are
