to appoint a suitable person as Chief Engineer of Baltimore
County and such assistants, aides, clerks, stenographers and
other field and office help as, in the opinion of said County
Commissioners, may be necessary for the proper administra-
tion of the Department of Public Works created hereunder.
The said Chief Engineer shall have general educational equip-
ment at least equal to that of graduates of high schools. The
County Commissioners, when appointing a Chief Engineer, shall
give first consideration to the qualifications of those who are
graduates in Engineering from a recognized college or technical
school of collegiate grade. The said Chief Engineer shall be a
person of broad experience and high standing in the engineer-
ing profession, and shall have had responsible charge of engi-
neering works over a period of at least ten years. If the person
appointed as Chief Engineer is not a graduate in engineering
from a recognized college or technical school of collegiate grade,
he shall have had not less than fifteen years' experience in engi-
neering, during ten years of which he shall have been in
responsible charge of the important engineering projects. All
of said employees, including the Chief Engineer, shall be re-
movable from office at any time in the discretion of the
County Commissioners of Baltimore County and shall be paid
such compensation for their services as the County Commis-
sioners of Baltimore County may deem from time to time to
be reasonable and proper, and said County Commissioners are
hereby authorized to levy such sum or sums on the assessable
property of Baltimore County as shall be necessary to pay said
salaries and expenses.
The organization of the Department of Public Works shall
consist of the Chief Engineer of Baltimore County as Presi-
dent, and of the following County Offices which shall be con-
sidered the sub-departments of the Department of Public
Works:
Roads Engineer
Buildings Engineer
Chief Sanitary Engineer of the Metropolitan District
Supervisor of Garbage and Cleaning
County Surveyor
Zoning Commissioner.
All of said sub-departments shall continue to perform and
to execute the duties and obligations, and to exercise the
rights, powers, functions and privileges now or hereafter con-
ferred upon them by any public local or public general laws,
excepting that all of said sub-departments shall be subject to
the control, supervision and direction of the Chief Engineer
of Baltimore County. Said Chief Engineer shall be the final
arbiter of all questions and controversies of any kind or nature
