926 LAWS OF MARYLAND. [CH. 689

(1) to establish one or more dispensaries, stores or ware-
houses for the sale, distribution or storage of alcoholic bever-
ages at such locations as they may in their discretion deter-
mine ;

(2) to acquire by lease, purchase or otherwise such real or
personal property as may be deemed necessary by the said
Liquor Control Board to operate said dispensaries, stores or
warehouses;

(3) to acquire, by purchase or otherwise, any alcoholic bev-
erage from any source for re-sale;

(4) to sell at and deliver from a dispensary, store or ware-
house any alcoholic beverage in a sealed package or container
(which may not be opened, nor its contents consumed in said
dispensary) at a price to be fixed by it—

(a) to any member of the public not prohibited by law from
purchasing the same;

(b) to any licensed dealer who is authorized to resell such
beverage in Montgomery County; and

(e) to any person for shipment and delivery outside this
State.

(5) to make rules and regulations concerning the sale and
distribution of alcoholic beverages in Montgomery County, and
to publish and distribute such rules and regulations and price
lists and the Alcoholic Beverage Law in pamphlet form;

(6) to refuse to sell any alcoholic beverage to any person
who, in its judgment, is not a suitable person to purchase or
consume such beverages; to restrict and/or limit the quantities
of said alcoholic beverages which might be sold at any given
time or period to any individual consumer or licensee by such
system or methods as may be prescribed by the Liquor Control
Board;

(7) to enter into any and all contracts;

(8) to do all other things necessary or incidental to the
proper execution of this Act;

(9) to appoint a general manager of said dispensaries and
warehouses, to fix his compensation and prescribe his duties,
and to require such bond for the faithful performance of his
duties as said Board may determine, and he shall serve at the
pleasure of the Liquor Control Board;

(10) to appoint a clerk and secretary of said Liquor Con-
trol Board for Montgomery Count}r, and such additional clerks
