and employees as may be necessary to carry out the purpose
of this Act, to fix their compensation, prescribe their duties,
and require such bond, if found to be necessary by said Board,
for the faithful performance of their duties as said Board may
determine, said clerk, secretary and employees to serve at the
pleasure of the Board. Provided, however, that the Liquor
Control Board may appoint in their discretion the clerk to the
Board of County Commissioners as secretary. If the clerk of
the Board of County Commissioners of Montgomery County
is appointed as either a member, clerk or secretary of the
Liquor Control Board, said duties shall be in addition to those
duties as clerk of the Board of County Commissioners, and
for which he shall be paid the additional compensation so fixed
for his additional duties, which shall be paid to him in addi-
tion to such sums received from the County Commissioners;

(11) to appoint an attorney, inspectors and such other em-
ployees as may be necessary to conduct the County dispen-
saries, stores and warehouses, and in the distribution of
alcoholic beverages, and to fix their compensation, and to
require, in their discretion, such bonds for the faithful per-
formance of their duties as said Board may determine, and
the said attorney, inspectors and employees shall serve at the
pleasure of said Liquor Control Board;

(12) it is the expressed intent of this Act to grant unto
the Liquor Control Board for Montgomery County an abso-
lute monopoly of the wholesale sale and distribution of all
alcoholic beverages within said county; and no person, firm,
corporation or other association may sell any alcoholic bever-
ages within said County not purchased from the Liquor Con-
trol Board for Montgomery County.

65A. The Board of County Commissioners of Montgomery
County is hereby authorized and empowered to borrow upon
the credit and faith of said County such sum or sums as it
may deem necessary to provide the Liquor Control Board with
an adequate working capital for the establishment and opera-
tion of and to build or buy adequate quarters for such dispen-
saries, or warehouses and for that purpose the Board of County
Commissioners may, from time to time, issue such notes, cer-
tificates of indebtedness and/or bonds and in such denomina-
tions as it may, in its sole discretion, deem necessary, such
notes, certificates of indebtedness and/or bonds shall bear
such rate of interest not exceeding six per centum per annum
payable at the time of issuance of such notes, certificates of
indebtedness and/or bonds thereafter as may be determined
by said Board of County Commissioners of Montgomery
