CHAPTER 686.

AN ACT to add two new sections to Article 88C of the An-
notated Code of Maryland (1939 Edition), title "State
Planning Commission", said new sections to be known as
Sections 7 and 8, to be under sub-title "Post-War Construc-
tion Planning and Funds", and to follow immediately after
Section 6 of said Article, authorizing the County Commis-
sioners of any county and the governing bodies of munici-
palities and political sub-divisions of the State to establish
and utilize post-war construction funds for certain pur-
poses and to cooperate with any Post-War Planning Com-
mission.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That two new sections be and they are hereby added to
Article 88C of the Annotated Code of Maryland (1939 Edi-
tion), title "State Planning Commission", said new sections
to be known as Sections 7 and 8, to be under sub-title "Post-
War Construction Planning and Funds", to follow immedi-
ately after Section 6 of said Article, and to read as follows:
7. The County Commissioners of any county and the
proper authorities of any city or other political sub-division
of the State are hereby authorized to create a Post-War Con-
struction Fund, from whatever source, for post-war capital
improvements, deferred maintenance and equipment replace-
ments, and may apply to the said Post-War Commission for
its assistance, cooperation and guidance in the creation and
expenditure of funds for such projects, and in the preparation
of needed long-term improvement programs. Funds created
for this purpose may be invested in Federal or State securi-
ties with the power to sell same when funds are needed for
actual expenditure 'for purposes outlined above. Notwith-
standing any other provision of the law to the contrary, the
provisions of this Act shall prevail.
8. For the proper coordination and integration of the
various public and private Post-War Planning Programs all
such programs of the political subdivisions of the State and
of private organization or groups may be submitted to the
State Commission on Post-War Reconstruction and Develop-
ment, and the said State Commission is authorized to give
consideration to the development of an all-over State Post-
War Program of all programs coming from local and private
sources.
