collection of garbage, trash, ashes and other offal, shall collect
all such matter accumulating on his, their, or its premises into
suitable receptacles. Garbage and other offal, trash, and
ashes shall each be placed in separate secure receptacles, cov-
ered with a lid, except that in lieu of placing trash in a con-
tainer it may be securely tied in bundles which can be readily
handled. All of said receptacles and/or trash bundles shall
be put in a place convenient to the removers of garbage, trash,
ashes, and other offal, and any person, firm or corporation who
shall allow garbage, trash, ashes, or other offal, to accumulate
on his, their or its premises, without collecting and placing
it as aforesaid, after receiving notice from the county or dis-
trict health officer so to do, shall be deemed guilty of a mis-
demeanor and upon conviction thereof shall be subject to a
fine of not less than One Dollar, nor more than Twenty-five
Dollars.

In the event that any person, firm or corporation shall have
for removal such amount of garbage, trash, ashes, or other
offal, as will, in the opinion of the County Commissioners of
Baltimore County, unduly burden the trash and/or garbage
collection service of Baltimore County, then and in that event
the County Commissioners, by notice in writing addressed to
said person, firm or corporation, may require said person,
firm or corporation to arrange for disposition of said garbage,
trash, ashes, or other offal, at his, their or its own expense,
and without the aid of the County trash and/or garbage col-
lection facilities. Said notice and order may be rescinded at
any time by the County Commissioners of Baltimore County,
if the condition necessitating same is deemed in its opinion
no longer to exist.

SEC. 2. And be it further enacted, That if any part of this
Act, or the application thereof to any person, firm or corpora-
tion, or circumstances, be held invalid, the remainder of this
Act shall stand notwithstanding, and it shall apply to other
persons, firms, corporations and circumstances.

SEC. 3. And be it further enacted, That this Act shall take
effect June 1, 1943.
