of the proceeds from the sale of said bonds not expended
under Sub-section (18) of Section 6 of said Act may be used
by the Board of Public Works for the more rapid completion
of the Armory at the University of Maryland.
WHEREAS, there is a cash balance of $49, 581. 53 remaining
from the item of $200, 000 appropriated by Chapter 756 to the
Military Department; and
WHEREAS, there is urgent need for completing the Armory
at the University of Maryland; therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sub-section (18) of Section 6 of Chapter 756 of the
Acts of 1939, entitled "An Act to authorize the creation of a
State debt in the aggregate amount of Four Million, One Hun-
dred and Thirty Thousand Dollars ($4, 130, 000. 00), the pro-
ceeds thereof to be used for certain necessary building con-
struction and equipment purposes for the State, for the acquisi-
tion of Morgan College or the establishment of a State College
for Negroes, and for forestry and other purposes, and to pro-
vide generally for the issue and sale of Certificates of Indebt-
edness evidencing such loan. " be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
6. (18) To the Military Department for the acquisition of
the necessary sites and the erection thereon of a Naval Militia
Armory and hangars for the Maryland National Guard, Two
Hundred Thousand Dollars ($200, 000. 00) from the issue of
February 15, 1940. The balance remaining from said appro-
priation of $49, 581. 53 may be expended by the Board of Public
Works for the more rapid completion of the Armory at the
University of Maryland.
SEC. 2. And lie it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.
