rigible, homeless or uncared for minors, who are residents of
Allegany County and may from time to time be committed
thereto by the Juvenile Magistrate for Allegany County or by
other proper legal authority or who may be ordered placed and
maintained therein by the County Commissioners of Allegany
County.
(B) The said Juvenile County Home shall be controlled
and managed by a Board of Directors composed of the mem-
bers of the Board of County Commissioners of Allegany
County, then in office; the State's Attorney for Allegany
County; the Juvenile Magistrate for Allegany County; and
the Judges of the Circuit Court residing in Allegany County.
The said Board of Directors shall annually select a Chairman
from its members and shall meet at least three times a year
and shall be required to meet at any time when a call for a
meeting shall be made in writing addressed to the chairman
by any three members of the Board. The said Board of Direc-
tors shall in a body be required to visit and to inspect said
Juvenile County Home at least twice a year. The said Board
may make and enforce all reasonable rules and regulations
for the management of said Home and for the conduct and
discipline of those therein, and shall seek to fully and com-
pletely set up and maintain the requisite standards set up for
such or similar institutions in Maryland by any provisions of
law. It shall cause to be prepared and filed each month with
the Board of County Commissioners a written report of the
number of inmates in the Home, their periods of detention
and such other information as may be requested by the Board
of County Commissioners, The said Board shall annually in
the month of March submit to the Board of County Commis-
sioners of Allegany County a written report containing such
suggestions for improvements, alterations or changes, either
in the personnel at the Home or in the buildings and equip-
ment thereof as may be of assistance to the Board of County
Commissioners in estimating or budgeting the amount neces-
sary to be appropriated for said Home in their annual levy.
(C) The Board of County Commissioners shall have the
power to name and employ a Superintendent of said Home
and to engage and employ such keepers, physicians and other
help needed to properly conduct and carry on the said Juve-
nile County Home and in connection therewith to fix their
wages or salaries and the length of their service or employ-
ment.
(D) The County Commissioners of Allegany County shall
keep detailed and accurate account of all monies disbursed
for the support and the maintenance of said Juvenile County
Home, and may make such rules and regulations with refer-
