ence to all expenditures in connection with said Home or the
incurring of any financial obligation connected therewith as
will assure them of complete control thereof at all time. Upon
their approval of any bills and accounts against said Home,
they shall be paid in the usual manner by checks drawn upon
the County Treasurer, and the County Commissioners of
Allegany County are hereby authorized to levy annually such
a sum upon the taxable property in Allegany County as may
be necessary to meet the running expenses of said Juvenile
County Home.

SEC. 2. And be it further enacted, That (A) The Board
of County Commissioners of Allegany County is hereby author-
ized and empowered at any time hereafter to borrow money
upon the faith and credit of Allegany County to an amount
not exceeding One Hundred Thousand Dollars ($100, 000. 00)
and to use such amount for the purpose of acquiring, erecting
and equipping the Juvenile County Home described and author-
ized by Section 1 hereof, and for the purposes specified in this
Act, to issue and sell coupon bonds not in excess of One Hun-
dred Thousand Dollars ($100, 000. 00) bearing interest not to
exceed three per cent per annum which shall be free of all
Maryland, State, County and Municipal Taxes.

(B) The Board of County Commissioners of Allegany
County shall by resolution prescribe the form and tenor of
such bonds; the date of issue; and the time and place at which
interest is to be paid; The said Bonds shall be in coupon form,
in denominations of One Hundred Dollars ($100. 00) or any
multiple thereof. Such bonds shall be issued upon the serial
maturity plan in such manner that bonds in the amount of
Ten Thousand Dollars ($10, 000. 00) shall mature and become
payable at the end of the first year after the date of issue and
at the end of each year thereafter until all the bonds have been
paid and retired.

'(G) Such bonds shall be designated Juvenile County Home
Bonds and when issued shall be signed by the President of the
County Commissioners of Allegany County, duly attested by
the Clerk of the County Commissioners, and the Corporate
Seal of the County Commissioners shall be attached thereto.
The interest coupons attached to each of said bonds shall bear
the facsimile signature of the President of the County Com-
missioners of Allegany County printed, lithographed or en-
graved thereon.

. (D) That all of the Bonds authorized by this Act shall be
sold in the manner prescribed by Section 35 of Article 31 of the
Annotated Code of Maryland (1939 Edition) and any of the
proceeds of said bonds remaining after the acquisition of a
