19. The overseer shall receive as compensation for his serv-
ices such amount as may be fixed by the County Commissioners.
28. The trustees may annually retain, out of the money
levied for their use, the sum of Three Hundred Dollars ($300)
for the Chairman and One Hundred Fifty Dollars ($150) for
each of the other trustees as compensation for their services.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1943.

CHAPTER 654.
(House Bill 743)
AN ACT to regulate Civilian Defense and related -matters in
Prince George's County, to authorize the Board of County
Commissioners to promulgate regulations, expend necessary
funds, appoint special police, for the Civilian Defense and
related matters in time of war; to double the statutory pen-
alty for any crime committed during a blackout; and make
violations of the provisions of this Act or regulations there-
under misdemeanors and to fix penalties for violations
thereof.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of County Commissioners of Prince
George's County are hereby authorized, directed and empow-
ered, whenever a state of war exists between the United States
and any foreign country or nation, to promulgate rules, regu-
lations, ordinances and orders for the purpose of enacting and
enforcing Civilian Defense regulation and other related matters
in Prince George's County, at such times, and for such periods
of time, as they may deem desirable, to enact blackout regula-
tions, to regulate and prohibit the movement of vehicle traffic
on the highways during such periods, and to take such other
measures as they may deem necessary for the adequate protec-
tion of persons and property in Prince George's County.
SEC. 2. And be it further enacted, That the power hereby
granted shall include but shall not be limited to the following:
To establish, in Prince George's County, units and organiza-
tions of Civilian Defense, and to utilize any or all existing
voluntary units or organizations together with their personnel
