or equipment, or any part or parts thereof; to establish a Prince
George's County Civilian Defense Council and the necessary
committee or sub-committees; to vest members thereof with au-
thority to carry out such functions as may be necessary to
effectuate the purposes of this Act; to use, for the purposes of
this Act, such regular employees of Prince George's County
as they may deem necessary, and to make such orders, rules,
regulations and ordinances as they may deem necessary to
govern the establishment, maintenance and operations of such
units and organizations and the discipline of the members
thereof.

SEC. 3. And be it further enacted, That for the purpose of
carrying out the intent of this Act, the said County Commis-
sioners are hereby authorized and empowered to expend avail-
able funds for the various purposes enumerated herein, and in
addition thereto, in the event of an emergency, to obligate
Prince George's County for the payment of any and all sup-
plies, equipment, materials, food, compensation, medical care,
and to employ such personnel as may be necessary for the
purpose of preventing and alleviating suffering to person, or
persons, or animals, and preventing the spread of disorder and
disease in said county; and to expend, in the discretion of the
said County Commissioners, an aggregate sum, not to exceed
Twenty-Five Thousand Dollars ($25, 000. 00) f or hospitalization
and other medical expenses for the treatment of members of
the Civilian Defense units and organizations injured in the
line of duty.

SEC. 4. And be it further enacted, That no person or persons
engaged in any of the activities herein enumerated, entitled to
so engage, while in performance of their duties, or any officer
or other employee of the county or any municipality, while so
engaged, shall be liable for civil damages, except for wilful
negligence.

SEC. 5. And l)e it further enacted, That during the existence
of a state of war as aforesaid, the County Commissioners shall
have the authority to appoint the necessary number of auxiliary
or special police, with such qualifications and with such powers
and authorities as may be prescribed by regulation.

SEC. 6. And he it further enacted, That during the existence
of a state of war between the United States, as aforesaid, the
County Commissioners, subject to the approval of the necessary
State or Federal authorities, are authorized to prepare for the
evacuation from Prince George's County, or any part thereof,
all such persons as they shall determine, and for this purpose
shall negotiate with the proper authorities of any State of the
