personal property, rights, privileges, waters, streams,
waterways, water courses, reservoirs, easements, facilities
and franchises; to enlarge and improve said water system;
to assume liability for whatever bonds may be outstand-
ing against the said water system; to borrow from time to
time on the faith and credit of The Commissioners of Bel
Air such sum or sums of money as may be needed to pay
for the said water system and for extensions and improve-
ments thereof and to provide adequate working capital
for the maintenance and operation of the said water sys-
tem, such borrowings to bear interest at a rate not to
exceed three percentum (3%) per annum; to authorize
and empower the said Commissioners to operate said water
system; to levy such taxes as may become necessary for the
proper maintenance and operation of the said water sys-
tem; to meet the interest charges on whatever bonds may
be outstanding against the said water system and to retire
the same at maturity and to meet the interest charges on
whatever bonds may be issued under this Act and to retire
the same at maturity; to pass ordinances, adopt resolutions
and promulgate rules and regulations appropriate to the
operation and financing of the said water system; to pro-
vide that all bonds which may be issued under this Act
shall be free of all Town, County and State taxes; and
to provide for a referendum vote of the qualified voters of
the Town of Bel Air on the question—"Whether or not
The Commissioners of Bel Air shall acquire from the Mary-
land Water Works Company the water system, located in
the Third Election District of Harford County7'; and pro-
viding that all laws or parts of laws of the State of Mary-
land, general and local, inconsistent with the provisions of
this Act, including the provisions of Section 36 of Article 31
of the Code of Public General Laws of Maryland, be repealed
to the extent of such inconsistency.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new sub-title and ten new sections be added to
Article 13 of the Code of Public Local Laws of Mary-
land, title "Harford County", sub-title "Bel Air'%
said new sub-title to be known as "Bel Air Water Supply"
and said new sections to follow Section 139 of said Article
(as codified in Higinbothom's Code of Harford County) and
to be known as Sections 139A, 139B, 139C, 139D, 139E, 139F,
139G, 139H, 139-1, and 139J.

139A. The Commissioners of Bel Air be and they hereby
are authorized and empowered to acquire and take over by
purchase or condemnation a water system located in the Third
Election District of Harford County, which system is the
