property of The Maryland Water Works Company, its suc-
cessors and assigns and which said system includes real arid
personal property, rights, privileges, waters, streams, water-
ways, water courses, reservoirs, easements, facilities and
franchises; and if the said water system shall be so acquired
by condemnation, such condemnation proceedings shall be
had in accordance with the provisions of Section 394 of Ar-
ticle 43 of the Code of Public General Laws of Maryland and
Article 33A of said Code of Public General Laws.
139B. Before The Commissioners of Bel Air shall make
any commitment or institute any condemnation proceedings
for the acquisition of the said water system, the said Com-
missioners shall consult with the State Department of Health
and the Public Service Commission of Maryland and secure
therefrom the benefit and advice of the engineers of the said
Department and Commission, touching upon the value of the
said water system, and they shall also obtain from an ac-
countant, ' to be employed by them, a true statement of the
revenues which were derived from and the costs of operation
of the said water system during each of the last three years
of its operation by the said The Maryland Water Works
Company. And the said Commissioners may, if they deem
it advisable so to do, engage and employ other engineers
to advise them as to the value of the said water system. And
if the said water system shall be acquired by the said Com-
missioners then the costs incurred in obtaining the said en-
gineering advice and accountant information, together with
all proper attorneys' fees in connection with such acquisition
and in connection with the financing of the same, shall be
regarded as a part of the price to be paid for the said water
system.
139C. If in the judgment of The Commissioners of Bel
Air it shall seem desirable for the said Commissioners to ac-
quire the said water system, then before the said Commis-
sioners shall make any commitment for or institute any con-
demnation proceedings to acquire the said water system, the
said Commissioners shall bring to the attention of the voters
of the Town of Bel Air, entitled to vote in Town elections, by
publication in one or more newspapers published in the said
Town, a fair summary of the information furnished to the said
Commissioners by the engineers and accountants under the
provisions of the next preceding section, touching upon the true
value of the said water system, the probable revenues to be
derived from and the cost of its operation and the value of
the said water system as found by the said engineers; and if
at the time of such publication the said Commissioners shall
have in hand from The Maryland Water Works Company a
