other justices as may act as committing justices, in consider-
ation for services rendered in cases involving violations of
municipal ordinances, provided that such compensation shall
not be on a fee basis.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-

fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect May 1, 1943.

CHAPTER 516.
(House Bill 399)

AN ACT to declare the sanction and consent of the General
Assembly of Maryland to a conveyance by the Board of Man-
agers of the Spring Grove State Hospital, hereinafter called
"Hospital", to The General German Orphan Association of
the State of Maryland, hereinafter called "Association", of
a right of way over certain land of said Hospital, and for
said Hospital to agree to connect the main sewer line of
said Association with the sewer line of said Hospital, in
consideration of the conveyance of certain land by said
Association to said Hospital.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the. sanction and consent of the General Assembly
of Maryland be and the same is hereby declared, given and
granted to the Board of Managers of the Spring Grove State
Hospital, hereinafter called "Hospital", to:

(1) Grant and convey unto The General German Orphan
Association of the State of Maryland, hereinafter called
"Association", a right of way over the Hospital's land leading
from the eastern outline of the land of the Association to
Wade Avenue, a public highway of Baltimore County, such
right of way being described as follows:

Beginning for the same at a concrete monument set for the
northwesterly boundary of the Catonsville Short Line Railroad
right of way, said monument bearing north forty-five degrees
and twenty-one minutes east thirty-four and fifty-four one-
hundredths feet from the center of the steel fence corner post
at the southeast corner of the grounds of the General German
