offals of any trade, business or occupation, any rubbish from
buildings, cellars or backyards, any refuse or dirt from coal or
firewood, any ashes, or any obnoxious or offensive matter, sub-
stance or thing of whatsoever kind or nature, in, on or upon
any street, lane, road, alley or public highway in Baltimore
County, or cause the same to be done, except when any of the
foregoing have been removed from the premises for removal
and disposal within twenty-four hours thereafter.
Any person or persons violating the provisions of this sec-
tion, shall be deemed guilty of a misdemeanor and upon con-
viction, subjected to a fine of not less than Five Dollars nor
more than One Hundred Dollars.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1943.

(House Bill 389)
AN ACT to repeal and re-enact, with amendments, Section
103 (Minimum Salaries Only) of Article 52 of the Anno-
tated Code of Maryland (1939 Edition), title "Justices of
the Peace", sub-title "Trial Magistrates System", eliminat-
ing the provision as to maximum salaries in Baltimore
County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land., That Section 103 (Minimum Salaries Only) of Article
52 of the Annotated Code of Maryland (1939 Edition), title
"Justices of the Peace", sub-title "Trial Magistrates System",
be and the same is hereby repealed and re-enacted, with amend-
ments, to read as follows:
103. (Minimum Salaries Only). All salaries herein pro-
vided shall be considered minimum salaries and may be in-
creased at any time by the County Commissioners from county
funds; and the County Commissioners are specifically author-
ized to add to the compensation of such other justices as may
act as committing justices for the trial magistrates in propor-
tion to the amount of work such other justices may be called
upon from time to time to perform. The annual salaries of Trial
Magistrates and constables at large shall be paid in equal
monthly amounts. Any incorporated municipality in any
county may add to the compensation herein provided for such
