having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

AN ACT to repeal and re-enact, with amendments, Section
16 of Article 30 of the Annotated Code of Maryland (1939
Edition), title "Deaf, Dumb and Blind", sub-title "Public
Assistance to the Needy Blind", as said section was amended
by Chapter 291 of the Acts of 1941, relating to the amount
of assistance which may be received by any recipient.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 16 of Article 30 of the Annotated Code of
Maryland (1939 Edition), title "Deaf, Dumb and Blind",
sub-title "Public Assistance to the Needy Blind", as said sec-
tion was amended by Chapter 291 of the Acts of 1941, be and
it is hereby repealed and re-enacted, with amendments, to
read as follows:
16. (Amount of Assistance. ) The amount of public assist-
ance to the needy blind which any recipient shall receive
shall be determined by the County Board with due regard to
the available resources and necessary expenditures of the indi-
vidual and the conditions existing in each case, and in accord-
ance with the rules and regulations made by the State Depart*
ment, and shall be sufficient, when added to all other income
and support available to the recipient, to provide such person
with a reasonable subsistence compatible with decency and
health. Provided, however, that no award for public assistance
to the needy blind shall be made in excess of forty dollars
($40) a month.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1943.
