the end of the first line of the original corporate limits of
Rockville; thence with said first line reversed to the point
of beginning.
SEC. 2. Be it further enacted, That all of the territory
hereby annexed to the Town of Rockville is hereby excluded
from the limits of the Maryland-Washington Metropolitan
District and from the limits of the Maryland-Washington
Regional District, nor shall the lands therein be subject
to the jurisdiction of the Maryland-National Capital Park
and Planning Commission, nor subject to the ordinances
thereof, and all of said lands shall hereafter be exempt
from taxes hereafter levied for the purposes of said Metro-
politan and Regional Districts.
SEC. 3. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety,
and having been passed by an "aye and nay" vote, sup-
ported by three-fifths of the membership elected of each
House of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT to add a new Section to the Code of Public Local
Laws of Montgomery County (1939 Edition), being
Article 16 of the Code of Public Local Laws of Maryland,
title "Montgomery County", sub-title ''Refuse", said new
Section to be known as Section 899-A and to follow im-
mediately after Section 899 of said Article, relating to
the prohibiting of parking of vehicles used in the hauling
or transporting of any garbage, trash, junk or other
refuse, upon any street or thoroughfare within said
County, and fixing penalties for violations thereof.
SECTION 1. Be it enacted by the General Assembly1 of
Maryland, That a new section be and it is hereby added to
the Code of Public Local Laws of Montgomery County
(1939 Edition—being Article 16 of the Code of Public
Local Laws of Maryland), title "Montgomery County", sub-
title "Refuse", said new section to* be known as Section
899-A, and to follow immediately after Section 899 of said
Article, and to read as follows:
