the first Monday of June, 1947; Judge Morris A. Soper,
David S. Jenkins and Charles A. Piper, who shall serve
until the first Monday of June, 1948; and Dr. Paul Knotts,
Judge Joseph C. Mattingly and James Drury, who shall
serve until the first Monday of June, 1949.
In case of any vacancy, the Governor shall appoint a
successor for the unexpired term. As the terms of the
members herein named expire, the Governor shall appoint
their successors for terms of nine years each.
2. The members of said Commission shall not receive
any compensation for their services but shall be paid their
reasonable necessary expenses while engaged in the dis-
charge of their official duties.
The said Commission may appoint an executive secre-
tary, who shall be paid such compensation as shall be pro-
vided for and who shall perform such duties as may be
prescribed by the said Commission.
3. The said Commission shall have power to make such
surveys and studies concerning colored problems and inter-
racial conditions as it may determine and shall have full
power and authority to promote, in every way possible,
the welfare of the colored race and the betterment of inter-
racial relations. In making said studies and surveys, it
shall be authorized to expend any funds which may be
provided.
SEC. 2. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.
