safety, and, having been passed by a yea and nay vote,
supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 431.
(Senate Bill 260)

AN ACT to repeal Sections 1, 2 and 3 of Article 49B of
the Annotated Code of Maryland (1939 Edition), en-
titled "Interracial Commission", to change the title of
said Article to be "Commission to Study Problems Affect-
ing the Colored Population" and to enact three new sec-
tions in lieu thereof, to be known as Sections 1-3, in-
clusive, of said Article, creating a Commission to Study
Problems Affecting the Colored Population and prescrib-
ing its powers and duties.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 1, 2 and 3 of Article 49B of the
Annotated Code of Maryland (1939 Edition), title "Inter-
racial Commission", be and they are hereby repealed, and
the title of said Article is hereby changed to "Commission
to Study Problems Affecting the Colored Population", and
that three new sections, to be known as Sections 1-3, in-
clusive, of said Article, be and they are hereby enacted in
lieu thereof, to read as follows:

COMMISSION TO STUDY PROBLEMS AFFECTING
THE COLORED POPULATION

. 1. There is hereby created and established a Commis-
sion for Colored Problems, consisting of eighteen members,
who shall be appointed by the Governor for a term of six
years and until their successors are appointed and qualified.
The first members of said Commission shall consist of the
following persons: Joseph P. Healy, Albert D. Hutzler
and Linwood G. Roger, who shall serve until the first Mon-
day of June, 1944; Daniel W. Sieman, Frank B. Ober and
Mrs. Lillie M. Jackson, who shall serve until the first Mon-
day of June, 1945; John H. Scarff, Glenn D. Brown and
Mrs. William Fitzgerald, who shall serve until the first
Monday of June, 1946; Dr. Robert H. Riley, Bishop Monroe
H. Davis and Dr. J. E. T. Campers, who shall serve until
