County, or from any other source, and no contract for such
excessive expenditure shall be enforcible against them. Nothing
in this section shall be construed to prevent the Mayor and
Common Council from making any agreements or contracts
for any special purposes to be payable out of the funds to be
thereafter derived from special sources for such special pur-
poses. Nor shall anything herein be construed to prevent the
Mayor and Common Council from borrowing on short term
notes or certificates of indebtedness, for a period not to exceed
three years, such amount, which shall at no time exceed
$5, 000. 00, as may be required to care for a temporary need,
resulting from delayed payment of taxes or unforseen expenses
of an emergency nature. Any amount borrowed under the pro-
visions of this section shall bear a rate of interest not to exceed
6 per centum, and shall be repaid within the three year period
from the proceeds of the regular annual tax levy, which rate of
levy shall be adjusted to provide the required funds.
SEC. 2. And be fa further enacted, That this Act shall take
effect June 1, 1943.

CHAPTER 355.
(House Bill 371)
AN ACT to extend the limits of the Mayor and Common
Council of Mt. Rainier, a municipal corporation, by includ-
ing therein a part of Prince George's County contiguous
thereto; and providing that all existing laws relating to, and
all existing ordinances passed by, the Mayor and Common
Council of Mt. Rainier, be extended to cover and apply to
such annexed territory, and extending the Fourth Ward of
said town to include said annexed territory.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That there is hereby annexed to the territory of the Mayor
and Common Council of Mt. Rainier, hereinafter called the
Town of Mount Rainier, all the adjacent and contiguous ter-
ritory in Prince George's County described as follows:
Beginning at -the intersection of the Westerly line of 30th
Street with the Southerly line of Queen's Chapel Road, and
thence following the Southerly line of Queen's Chapel Road to
the northeast boundary of the land of M. O. Bull and thence
following the boundary line of the land of the said M. O. Bull
in a Southerly direction to the present boundary line of the
