to whether or riot this Act shall become effective shall be sub-
mitted to the voters of Harford County at the General Elec-
tion to be held in November, 1944.

SECTION 1. Be it enacted fry the General Assembly of Mary-
land, That Sections 211, 212, 213, 214, 215 and 216 of Article 13
of the Code of Public Local Laws of Maryland, title, "Harford
County", sub-title, "County Commissioners", as the same are
contained in Higinbothom's codification of said Article 13 under
the title "County Commissioners" as Sections 188, 189, 190,
191, 192 and 193, which Code is being legalized by the 1943 Ses-
sion of the Legislature, be and the same are hereby repealed.

SEC. 2. And be it further enacted, That a new Section be
added to said Article 13 of the Code of Public Local Laws of
Maryland to be known as Section 188 of Higinbothom's Code,
title, "Harford County", sub-title, "County Commissioners",
and to read as follows:

188. There shall be three County Commissioners of Harford
County who shall be voters and taxpayers of said County, and
who shall hold office for the term of four years and shall be
eligible for re-election. They shall each receive an annual salary
of Twenty-five Hundred Dollars ($2500. 00), payable monthly
by the Treasurer of said County and they are required to meet
for the transaction of public business at their office at Bel Air
at least two days each week, and as much oftener as the proper
discharge of their official duties may require; and on each Tues-
day and Wednesday in September and the first two Tuesdays
and Wednesdays in October they shall sit for the purpose of
making abatements and granting insolvencies; they shall also
meet daily in the last week of October of each year until the
annual levy is completed.

SEC. 3. And be it farther enacted, That the question as to
whether the Board of County Commissioners of Harford County
shall consist of three members, as provided in this Act, and
whether this Act shall become effective, shall be submitted to
the registered and qualified voters of Harford County, Mary-
land, at the General Election to be held in November, 1944, and
the Supervisors of Elections of Harford County are hereby di-
rected to have placed on the ballot to be used in said General
Election, in clear, plain, bold Roman capital twelve point type
the said question submitted as follows:

"Shall Harford County have only three County Commission-
ers, as provided by Chapter — of the Acts of 1943 and shall said
Act become effective, "

After which shall be printed, on separate lines, with a
square or box to the right, and opposite, the words "For three
