County Commissioners" and a corresponding square or box to
the right, and opposite, the words "Against three County Com-
missioners". Same to be printed on said ballot so as to give
voter a clear opportunity to designate by a cross (x) in a square
or box opposite the words "For three County Commissioners"
or "Against three County Commissioners" his or her answer to
such question.

The Supervisors of Elections of Harford County shall give
notice, at least fifteen days before the date of said Election,
by advertisements in two or more newspapers published in Har-
ford County, of the submission of said question, provided, that
if for any reason said notice shall not be given, or not given in
the manner prescribed, it shall not invalidate this Act or pre-
vent its taking effect. The laws in force for the conducting of
elections at time of said election, and the provisions of the Cor-
rupt Practices Act shall apply in all particulars to the election
held under this Act, except as otherwise provided herein.

The Judges and Supervisors of Elections of said Harford
County shall canvass the return in like manner as other elec-
tions returns, and they shall certify the number of votes cast
"For three County Commissioners" and "Against three County
Commissioners", respectively, and file a certificate thereof with
the Clerk of the Circuit Court for Harford County, and another
with the Clerk of the County Commissioners of Harford
County. If the majority of votes cast at said Election shall be
"For three County Commissioners", then this Act shall be-
come effective in all of its provisions as of January 1st, 1946;
provided, however, that the present Board of County Commis-
sioners, together with any one who should be appointed to fill
a vacancy in said Board, shall remain in office until the ex-
piration of the term of office in December, 1946, and receive
the salary provided by law prior to the time this Act becomes
effective on January 1st, 1946, but if the majority of said votes
be cast "Against three County Commissioners", then this Act
«hall be of no effect and shall be null and void.

SEC. 4. And be it further enacted, That this Act shall take
effect on June 1, 1943.
