week's notice by publication in one or more newspapers, or by-
handbills, of the time and place of their sitting at which all
qualified voters as hereinbefore prescribed may register; and
the said officers of registration before entering upon their
duties shall take an oath before some justice of the peace of
said town, to permit every qualified person, and none other, to
register; and a majority of said registration officers shall have
power to do all things under this section in case one of them
dies or refuses to act; and upon the completion of the registry
of voters the said officers of registration shall deliver to the
judges of election the list of qualified voters so registered; and
the said officers of registration shall receive the compensation
decided upon by the Mayor and Councilmen of said town to be
paid by said town.
391. The Mayor and Councilmen shall in 1943 and every
second year thereafter appoint three judges of election,
who before opening the polls shall take an oath before
some justice of the peace or Notary Public in said town, to
permit every qualified person to vote and none other, and in
the event of the failure of one or more of the judges of election
so appointed to attend at the time and place so designated for
said election, the judge or judges attending shall have power
to fill the vacancy, and in the event of the failure of all the said
judges so appointed to attend as aforesaid, the Mayor shall
designate three persons from those present at the polls to act
as judges of said election.
395. They shall meet at the council chamber or some other
place at least once in every three months, or oftener if they
shall deem necessary, and the Mayor shall preside at all meet-
ings of the council, and have the same power of voting and
taking part in all acts and deliberations of the council as any
member; and they shall at their first meeting, after
each election select one of their number as president of the
council, who, in the absence of the Mayor, shall preside at all
meetings of the council, and in case of a vacancy in the office
of Mayor from any cause, the president of the council shall be
Mayor pro tern., with all the powers and duties of Mayor de-
volving upon him, until the vacancy is filled by an election.
397. They shall in the month of June, 1943, and every
second year thereafter, appoint such police officers as they may
deem necessary for the safety of said town, who upon entering
upon the duties of their office, shall make oath before the
Mayor that they will faithfully perform all duties required
of them as officers according to the best of their skill, judgment
and without favor, affection or prejudice, and said police
