406%. There shall be a Board of Police Commis-
sioners for the Police Department of Anne Arundel
County, composed of three members. The Board shall con-
sist originally of Dr. O. H. Gaver, Earl H. Moore, and Dr.
James S. Billingslea, all of whom shall serve until June
1st, 1943. All subsequent members of the Board shall be
appointed by the County Commissioners of Anne Arundel
County from persons owning property assessed for taxa-
tion for at least fifteen hundred dollars ($1500. 00). One
such member shall be an experienced physician, residing
in Anne Arundel County. All terms of office shall be-
gin on June 1st. Of the members first appointed by the
County Commissioners, one shall be designated to serve
until June 1st, 1945; one until June 1st, 1947; and one
until June 1st, 1949. Thereafter, all terms of office shall
be for six years. Each member shall take oath to per-
form the duties of his office faithfully and impartially and
shall receive as full compensation for his services an annual
salary of three hundred dollars ($300. 00). Any member
of the Board may be removed by the County Commissioners
only for cause and after hearing. Any vacancy on said
Board shall be filled by the County Commissioners for the
unexpired portion of the term. No member of the Board
shall hold any other public office or position whatever,
appointive or elective, or any office in any political club or
organization.

SEC. 2. And be it further enacted, That the increase in
salaries provided for in Section 406Va shall be paid be-
ginning January 1, 1943.

SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote,
supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.
