Act be passed prior to said first Monday in May, 1943, at a
referendum election and accepted by a majority of the persons
voting at said election. For such purpose, a referendum elec-
tion of the qualified voters, as aforesaid, shall be held by the
Mayor and Common Council of Hyattsville at an election,
which may be in connection with any regular or special elec-
tion, the date for which shall be fixed by it not later than six
(6) months from the date of the passage of this Act, and said
election shall be conducted under the provisions of existing
laws for the election of town officers and in accordance with
such ordinances as may have been adopted or shall be adopted
by the Mayor and Common Council of Hyattsville, not incon-
sistent with law, for the submission to the voters of said
municipality of the provisions of this Act, and the manner of
the submission of the question to the voters shall be that on
the ballots of such election there shall be printed a synopsis
of this Act, which synopsis shall be sufficient if it shall contain
the full wording of Section 477A above enacted, and under
such synopsis the words, "For Compensation for Mayor and
Councilmen" with a blank square opposite at the right, and
the words, "Against Compensation for Mayor and Council-
men" with a blank square opposite at the right, and all quali-
fied voters desiring to vote for the provisions of this Act shall
place a cross-mark (X) in the square opposite the words, "For
Compensation for Mayor and Councilmen" and all qualified;
voters desiring to vote against the provisions of this Act shall
place a cross-mark (X) opposite the words, "Against Compen-
sation for Mayor and Councilmen. " If at such election a
greater number of persons shall vote "For Compensation for
Mayor and Councilmen" than shall vote "Against Compensa-
tion for Mayor and Councilmen", then the provisions of the
aforegoing section of this Act shall become effective and opera-
tive, the effective date of the provisions of this Act, in the event
the same is approved at said election, to be the date that the
said Mayor and Common Council of Hyattsville shall declare
the result of said election in accordance with the provisions of
law or ordinances as provided herein and compensation to said
Mayor and Councilmen shall commence with the first day of
the month in which the result of said election is so declared,

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed upon a yea and nay vote, supported by three-fifths
of all of the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
on the date of its passage.
