land or other property. At any time after ten days after the
return and recordation of the verdict or award in said pro-
ceeding, the Commission may enter and take possession of said
property so condemned upon first paying to the Clerk of the
Court the amount of said award and all costs taxed to date,
notwithstanding any appeal or further proceeding on the part
of the defendant. At the time of said payment, however, it
shall give its corporate undertaking to abide by and fulfill
any judgment on such appeal or further proceeding if there
be an appeal, or on the expiration of the appeal time limit
if there be no appeal. The Commission is hereby authorized to
sell, convey, transfer, lease, or exchange any land held by it
under this Act, and deemed by the Commission not to be
needed for park purposes or other purposes of this Act.

IX. In the performance of the functions and
duties of the Commission, any member thereof or any
employee or agent thereof shall have the right to enter at all
reasonable hours upon any private premises and into any build-
ing in the District or in those portions of Montgomery and
Prince George's Counties outside of the District and to make
examinations' and surveys and to place and maintain neces-
sary monuments and marks thereon. Any restraint or hind-
rance offered to such entry, examination, survey or placing or
maintenance of monuments or marks by any owner or tenant
or agent of said owner or tenant shall be a misdemeanor pun-
ishable under Section XII of this Act.

X. The Commission may make rules and regulations
for the government and use of all land or other property ac-
quired by it or under its care, and shall cause such rules and
regulations to be posted on the property to which they apply,
and shall also cause the same to be published at least three
times within the sixty days following their promulgation, in
one or more newspapers published in the District, and such
posting and publication shall be sufficient notice to all persons.
The sworn certificate of any member of the Commission of
such posting and publishing shall be prima facie evidence
thereof. Any violation of any such rule or regulation shall be
a misdemeanor punishable under Section XII of this Act.

XI. The Commission is hereby authorized to investi-
gate and report with recommendations to the Maryland
Legislature as to transportation service and facilities within
the District, the coordination thereof upon the highways, roads,
bridges, railroads, street railways and other arteries of traffic;
the manner of effecting such co-relationship, and what improve-
ments and new facilities should be provided for a comprehen-
sive and coordinated development of transportation for the
