186 LAWS OB^ MARYLAND. [CH. 188

County equipment, facilities, buildings and land, and per-
sonnel employed in connection therewith, in aid of the war
effort, and other uses, and to make a charge therefor, and to
purchase and hire necessary additional facilities and equip-
ment.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be, and it is hereby added to the Code
of Public Local Laws of Montgomery County (1939 Edition),
being Article 16 of the Code of Public Local Laws of Maryland
(1939 Edition), title "Montgomery County", sub-title "County
Commissioners and Treasurer", said new section to be known as
Section 187A, and to follow immediately after Section 187 of
said Code, and to read as follows:

187A. The County Commissioners of Montgomery County
are hereby authorized and empowered to use or to direct the
use 'of any and all facilities, equipment, buildings and land be-
longing to said County, including trucks, school buses, motor,
tools, buildings and any other equipment and property of said
County for such purposes and in such manner that shall be
necessary for the welfare and benefit of the citizens of Mont-
gomery County for the duration of the war and thereafter and
also, subject to any contractual obligations to the contrary, to
direct any employees hired by said County in connection with
the operation and maintenance of said facilities, equipment,
school buses and trucks to perform such duties, as will, in the
discretion of said Commissioners aid the war effort and any
other emergency use to promote the general welfare and bene-
fit of Montgomery County; and said Commissioners may pre-
scribe £ pecuniary charge or charges against any person, firm or
company using such equipment, facilities, buildings and land
provided by said Commissioners in the exercise of said author-
ity and power, and in the exercise of this power and authority
the County Commissioners are further authorized to purchase
and hire additional equipment to carry out the purposes of this
Act and to establish parking lots. The jurisdiction or regula-
tory power of the Public Service Commission shall not extend
to the special transportation facilities, activities and services
furnished in the exercise of said authority and power by the
Commissioners of said County, and the County Commissioners
are hereby further authorized and empowered to pay for the
services, facilities, and the purchase and hire of additional
equipment from any fund that may be available or that may be
made available or levied for.

SEC. 2. And be it further enacted, That all acts or parts of
acts, inconsistent with this Act, be and the same are hereby re-
