merchandise other than any alcoholic beverage shall produce
a signed certificate from a registered physician who specializes
in the treatment of the eye, to the effect that said applicant
has a defect in, his vision which leaves the applicant with a
vision of less than 20/200 after being fitted with proper
glasses; and if said applicant shall also make affidavit, duly
acknowledged, that he is the bona fide proprietor of the estab-
lishment or place of business described in the application, then
said clerk shall demand and receive the sum of six dollars
(|6. 00), and no more, before granting the license applied for.
Notwithstanding anything to the contrary in the Public Gen-
eral or Public Local Laws of Maryland, such licensee shall not,
during the term of such license, be required to obtain any addi-
tional license or to pay any additional license fee for the privi-
lege of selling any goods, wares or merchandise other than
alcoholic beverages, except licenses, permits or fees required
for regulatory purposes in the interest of the public health,
safety or morals. No license issued under the provisions of
this section shall be transferable. Any person, including
any registered physician, who shall violate, or who shall
conspire to violate, any of the provisions of this section shall,
upon conviction thereof, be deemed guilty of a misdemeanor
and shall be fined not less than three hundred dollars
($300. 00) nor more than one thousand dollars ($1, 000. 00), or
imprisoned for not less than thirty (30) days nor more than
six (6) months, or both. Nothing in this act shall apply to
any trader's license if the average amount of goods, wares, and
merchandise shall exceed $10, 000.

SEC. 2. And be It further enacted, That this Act shall take
effect June 1, 1943.

CHAPTER 188.
(House Bill 218)

AN ACT to add a new Section to the Code of Public Local Laws
of Montgomery County (1939 Edition), being Article 16 of
the Code of Public Local Laws of Maryland (1939 Edition),
title "Montgomery County", sub-title "County Commission-
ers and Treasurer", said new section to be known as Section
187A, and to follow immediately after Section 187 of said
Code, authorizing, under certain conditions, the County Com-
missioners of Montgomery County to utilize and devote
